Automatic system for commercial accounting of heat energy put in commission in Tyumen
Today "Interpolis" completed implementation of automatic system for commercial accounting of heat energy and monitoring system of heat supply processes (ASKUTE) in Tyumen. The project was implemented under OAO Fortum investment program for JSC "Urals Heat Power Company". An official event connected with the launch of the system was attended by top officials of the Tyumen Region and the city of Tyumen.
According to Alexander Moore, Head of the Administration of Tyumen, the importance of the project is not only that ASKUTE allows the commercial accounting of heat energy that Fortum generated. It allows monitoring the heat supply processes in real time that in turn increases safety and reliability of heat supply for city residents.
General Director of OAO Fortum Alexander Chuvaev also mentioned the importance of the project: "By investing in modernisation and development of heat supply systems in cities of presence we participate in creation of a high technological space that meets the interest both consumers and business. The reliability of heat supply and transparency in accounting are vital for our customers. Business should be profitable as well. Both starts with the accounting of heat as well as with economic responsibility of each participants. ASKUTE project was carried out in accordance with the national policy of energy efficiency which implemented actively in Tyumen and Tyumen region. We plan working together with authorities and our partners in this direction".
ASKUTE was implemented according to the Federal Law of November 23, 2009 N 261-FZ "On Energy Saving and Increasing Energy Efficiency" by means of installation of metering systems of energy resources.
"The energy efficiency and resources metering are one of our core activities. "Interpolis" acted as a general contractor for ASKUTE project. In addition the company carried out design as well as construction-and-assembling operations. ASKUTE provides control and accounting of all the technological parameters in real time across the Tyumen city and it is the first system of this kind in the Russian Federation," - said Vyacheslav Melnikov, a Vice President of "Interpolis".
ASKUTE is a real time system aimed at automatic commercial accounting of quantity of heat energy and heat carrier volume supplied to the customers. The system includes 155 metering stations of heat energy which were installed on district heating networks in the points of balance inventory. The system collects data from metering stations, transfers them to database server, makes accounting as well as data storage and documentation, information output for display and print, then generates and transfers data reports for accounting of heat energy consumption.
